New York Gov. Kathy Hochul (D) on Tuesday will propose a $252 billion spending plan with income tax cuts alongside an expanded social safety net as the state faces potential uncertainty from a federal government under GOP control.

Governor Hochul’s Executive Budget for Fiscal Year 2026 includes significant investments for New Yorkers without raising income taxes. She stated that state revenue has risen by 6 percent since last year, with total spending projected at $252 billion, a 3.6 percent increase.

Her budget made no mention of "cap and invest," the program she proposed two years ago as a central strategy for reducing fossil fuels emissions.

Hochul’s executive proposal is $19 billion or 8.3% higher than last year’s proposal and $36 billion or 16% higher than her first plan in 2022.
